1 Preliminary Remarks:
In cooperation with the Federal Minister for the Environment, Nature Conservation
and Nuclear Safety, the Federal Environmental Agency and considering the
results of the expert hearings conducted by RAL, the Environmental Label
Jury has set up these Basic Criteria for the Award of the Environmental

Upon application to RAL and on the basis of a Contract on the Use of the
Environmental Label to be concluded with RAL the permission to use the
Environmental Label may be granted for all products, provided that they
comply with the requirements as specified hereinafter.
The use of waste paper for the production of building materials helps
to reduce the waste paper load. In the Federal Republic of Germany recycling
and processing of waste paper for the production of building materials
made of waste paper is done with due regard to environmental aspects,
e.g. almost completely closed water circuit (80 - 95%), biological waste-water
purification, environmentally compatible disposal of de-inking residues
or encasing of paper machines for heat recovery purposes.
These Basic Criteria apply to building materials made of waste paper designed
for humidity, sound and heat insulation or proofing.
The Environmental Label shown on page 1 may be used for the marking of
pro-ducts under para. 2, provided that they comply with the following
The waste paper content of the fibre stuff must be at least 80%, at least
51% of which must be paper of low-grade, medium-grade and kraft-containing
waste paper grades listed in Appendix 1 to the Basic Criteria of RAL-UZ
36 (categories I, II, IV - except for single grades W 13 and W 41 - and

The products under para.2 must not contain any substances which require
marking according to the Gefahrstoffverordnung (Ordinance on Hazardous
Substances), as amended.
Building materials subject to approval under construction law, e.g. heat
insulators, must be equipped with the respective certificates.
Building materials not subject to approval under construction law must
meet the relevant serviceability and safety requirements, e.g. with regard
to compressive strength, loading capacity, humidity resistance, protection
against microorganisms and fire protection.
The processing of waste papers must be done without any halogenated bleaching
agents and ethylenediamine tetraacetic acid (EDTA).
Only the substances listed in the 36th Recommendation of the Plastics
Commission of the Federal Institute for Consumer Health Protection and
Veterinary Medicine, as amended, or in the Ordinance on Cosmetics, as
amended, may be used as anti-slime or preservation agents for the production
of waste papers.
The following substances must not be used:

| - mixture of tris-(hydroxymethyl)-nitromethane
4 Compliance Verifications
Applicant shall name the field of application of the building materials
and present a product description and advertising brochures.
Applicant shall give the average content of the waste paper grades of
the categories I, II, III, IV and V and state that the waste paper grades
W 13 and W 41 won't be used.
Applicant shall present the official certificate of approval for building
materials according to para. 3.3 or technical data sheets regarding the
serviceability and safety requirements for building materials according
Applicant shall declare compliance with the requirement under para.3.2.
Applicant shall declare that processing of waste papers is done without
the use of halogenated bleaching chemicals and ethylenediamine tetraacetic
acid (EDTA). In addition, the applicant shall name the bleaching chemicals
and complexing agents according to Annex 1 to the Contract of RAL-UZ 36
which are used for the production.
Applicant shall declare compliance with requirement 3.6.
In addition, he shall name the anti-slime or preservation agents (IUPAC
Designation) used and give the respective quantities per kg of the product.
5 Applicants and Parties Involved
Manufacturers or importers of products according to para.2 shall be eligible

6 Use of the Environmental Label
The terms governing applicant's use of the Environmental Label are stipulated

These contracts shall run until December 31, 2002. They shall be extended
by periods of one year each, unless the contract is terminated in writing
by March 31, 2002 by March 31 of the respective year of extension.
After the expiry of the contract, the Environmental Label may neither
be used for labelling nor for advertising purposes. This regulation shall
not affect the products being still in the market.
The applicant (manufacturer/importer) shall be entitled to apply to RAL
for an extension of the right to use the label to the product entitled
to the label if it is to be marketed under another brand/trade name and/or
under other marketing organizations.
The Contract on the Use of the Environmental Label shall give the following
